QSP / QSD
A Qualified SWPPP Developer (QSD) is the professional that develops or prepares the SWPPP (see service section for SWPPPs), and the Qualified SWPPP Practitioner (QSP) helps implement the measures and recommendations of the SWPPP. QSPs will work with property owners, contractors, and the legally responsible persons to keep the project in compliance with the California State Water Resource Board. The scope of these services includes weekly and/or during storm inspections and testing, on-site training, SWPPP changes as-needed, annual reports, and the project Notice of Termination (NOT). Both the QSD and QSP have important roles in making sure the project stays in compliance with State law during construction, along with the project Contractor.
